"Content or context?"
'Content' for learning means very different things to different people. The Sharable Content Object Reference Model (SCORM) is derived from a particular view of digital content - that of a sequence of digital 'learning objects' that learners can independently interact with.
Content that a teacher might use on an interactive whiteboard, in blended multi-modal approaches to teaching/learning provides a different view of 'content', as does content used to stimulate creative activity.
